Red flag warning vs fire weather watch — what they mean here

Short version: a fire weather watch means critical fire weather is looking likely in the next day to four days. A red flag warning means it is about to happen or is happening now. Neither one is an evacuation notice, and neither one means a fire has started.

What makes them worth understanding is the second half of the definition, which most explanations skip: the weather is only half the trigger. The fuels have to already be critically dry. The same 25 mph wind and 12% humidity in May gets nothing and in late July gets a warning, because by July the cheatgrass and the fine stuff under the juniper will carry fire the second it lights.

The actual definitions

Both come from the Northwest Area Fire Weather Annual Operating Plan — the interagency document that governs how NWS offices in Oregon and Washington issue these products. Quoted:

Fire Weather Watch: "A fire weather watch is issued when there is a high potential for the development of a red flag event. A watch is issued 18 to 96 hours in advance of the expected onset of criteria."

Red Flag Warning: "A red flag warning is used to warn of impending or occurring red flag conditions. Its issuance denotes a high degree of confidence that weather and fuel conditions consistent with local red flag event criteria will occur in 48 hours or less."

A watch is a heads-up for resource planning — where to pre-position engines, whether to hold crews. A warning is the operational one. A watch usually either upgrades to a warning or is cancelled; both happen routinely and a cancelled watch is good news, not a mistake.

The plan also says warnings are coordinated with the affected agencies before they go out, and phoned through to the dispatch centres, not just posted. That is why a red flag warning is a slower, more deliberate product than a severe thunderstorm warning.

Which office and which zone you are in

Central Oregon is forecast by NWS Pendleton. For fire weather it is split into zones, and the zone is what a warning is issued for:

Zone assignments looked up per-coordinate from the National Weather Service API (api.weather.gov/points), 29 July 2026. Note that the fire weather zones were renumbered after the last operating plan I can find published, which still calls this district OR640, "Central Oregon Mountains." Same ground, different number.

Two useful consequences. First, Prineville and Bend are in the same fire weather zone, so we generally get warned together even though the weather at 3,000 feet in the Crooked River valley and 4,000 feet in Bend is not the same. Second, Sisters sits in the Deschutes National Forest zone, which can be under a warning when the rest of us are not.

What actually triggers a warning in our zones

Before any weather criterion counts, two gates have to be passed: the geographic area coordination centre's overall fire environment cannot be showing a negligible chance of large fires, and — this is the part people never hear about — a forecaster has to have confirmation from the land management agencies that fuels are critically dry enough to carry fire. In practice the fire weather program manager declares a zone eligible for red flag warnings for the rest of the season once that is true. Forecasters also need high confidence the weather will verify: the plan sets it at 60% for a watch and 80% for a warning.

Then any one of three things is enough:

1. Lightning on dry fuels

Quoting the plan: "Abundant lightning in conjunction with sufficiently dry fuels." Warnings are not typically issued for isolated coverage, or for events coming with significant rain (more than a quarter inch) — unless that rain is followed by hot dry weather and holdover fires are a concern. That last clause is Central Oregon in a sentence. A storm passes, nothing shows up, and four days later a snag that was hit lets go. The stated reason for the criterion is that numerous starts at once spread initial-attack resources too thin.

Dry lightning is the dominant ignition source in this part of Oregon, which is why the dashboard shows a thunderstorm probability tile at all — it is the only forward-looking number on the page.

2. A dry, unstable airmass

The criterion is a high-elevation Haines Index of 6 combined with relative humidity of 15% or less over half or more of a zone. The plan notes warnings may also be issued at Haines 5 where large fires could be affected, because ground truth shows "very little to no difference in fire activity between Haines 5 and Haines 6 days."

The Haines Index is a stability-and-dryness number for the lower atmosphere, scaled 2 to 6. NWS reads it as: 2 or 3 very low, 4 low, 5 moderate, 6 high. At 5 or 6 the chance of extreme fire behaviour — torching, crowning, spotting well out ahead of the fire — goes up sharply. Note what this criterion does not do: it does not start fires. It makes the fire you already have behave badly, which is why it is the criterion that gets firefighters pulled off a line.

3. Wind plus low humidity, measured not forecast

This is the one people picture, and the interesting detail is the verification standard. It has to be met "at TWO or more RAWS locations simultaneously for two consecutive hours" — RAWS being the remote automated weather stations scattered around the range and forest, reporting wind as a 20-foot, 10-minute average. Not a gust. Not one station on a ridge having a moment.

Thresholds are set per zone. For the two zones immediately west of us the plan lists:

For the Central Oregon Mountains zone the plan points to a wind-and-humidity table rather than a single pair of numbers, and I am not going to guess at values I could not read. If you want the exact figures for your zone, they are in the operating plan linked at the bottom, or ask NWS Pendleton — in my experience they answer.

Ten miles an hour sounds like nothing. It is: sustained, at the 20-foot standard, with air that dry, over fuels that have been baking since June. That is the honest reason a red flag day here does not always feel dramatic when you step outside.

One honest limitation: the panel also has room for the Haines Index, and NWS Pendleton was publishing no Haines Index or Red Flag Threat Index values at all for the Prineville grid point when I checked on 29 July 2026 — so that figure is often simply blank. Not every office publishes every element into the grid. I would rather show you a dash than a number I made up.
